I. Agenda Review and Approval
The meeting began with a review and approval of the meeting agenda.
II. Approval of the Minutes for Seattle Meeting.
The Minutes of the 1999 meeting in Seattle were approved as amended to correct a typographical error.
III. Administrative Matters
1. Meetings:
Next SWH Committee Meeting will be held in Orlando, May 20-24, 2001 at the EWRI World Water and Environmental Resources Congress.
Additional meeting: August, 2001 Natural Disaster Reduction Congress in Washington, D.C. Shou-Shan Fan is assisting. Jurgen Garbrecht sought assurance that the SWH Committee will meet yearly, even if the EWRI meets only once every two years. The SWH Committee will, indeed, meet yearly.
2. Control Members:
Due to a serious injury to Mike Meadows (Vice Chair), he will not be able to continue as a control member. Beginning October 2001, the following Control Members are proposed:

3. Honorary Members:
Victor Zitta suggested Peter Eagleson as a suggested Honorary Member.
Sam Hui suggested Phil Burgi.
Jurgen Garbrecht mentioned there are several potential members. Victor Zitta suggested the process be remanded to a committee, headed by one willing to pull together paperwork. Jagdish Virmani volunteered to solicit the SWC for names, the Control Group will narrow the list down and return the nominee(s) to Jagdish to complete the paperwork.
II. EWRI/Watershed Council Report
Wayne Huber announced the Watershed Council meeting will be today, Sunday, July 30, at 1:00 p.m. The SWH Committee may have two representatives to the Council. EWRI would like:
1. Continuing education short courses.
2. Award nominees.
3. Committee and Task Committee web sites (contact Autumn Richter).
4. Progress reports by September 30th.
5. Task Committees - can be approved by the Watershed Council
EWRI has not decided about meetings in 2002. We are encouraged to attach to other meetings.
Allen Hjelmfelt suggested that the current and Vice-Chair represent the SWH Committee to Watershed Council meeting.
VI. Review of 1999-2000 Activities
Committees:
Rollin Hotchkiss described a National Committee on Water Information that has a subcommittee on Hydrology and a Task Force on Hydrologic Frequency Analysis. ASCE is represented; Bob Swain is an alternate member. Bob will forward information to the committee for consideration of action.
VII. Task Committee Reports
Mitigating Hydrologic Disaster - (Shou-Shan Fan)
Their new name is "Mitigating Floods and Droughts Disaster with Modern Technology". See Attachment 1 for report.
Hydrologic Monitoring of Wetlands (Ananta Nath)
Book is under preparation from Committee; one session is being presented at Minneapolis meeting.
Remedial Investigations at Contamination Sites (Anand Prakash)
Eight technical sessions were sponsored in Seattle. One paper will be presented in Minneapolis. Report will be completed September 30, 2000. See Attachment 2.
Curve Number Hydrology (Allen Hjelmfelt)
This is a joint committee with Watershed Management. They sponsored two (2) sessions at The Watershed Conference recently completed in Ft. Collins.
Paleoflood Hydrology (Robert Swain)
Monograph is 20% completed; two (2) sessions are sponsored at Minneapolis Conference. The committee needs a one-year extension.
Neural Networks (Rao Govindaraju)
Three (3) groups of papers in Journal of Hydrologic Engineering and final report were produced.
GIS Modules and Distributed Models of the Watershed (Paul DeBarry)
Report finished last year and is a published ASCE Report by the same title (Aug 1999).
Visitor Reports
Levent Kavvas, Editor of ASCE Journal of Hydrologic Engineering, reported that beginning in 2001, the Journal will go from quarterly to bi-monthly. Dr. Kavvas invited interested parties to become an Associate Editor. Case study submissions are especially encouraged.
Autumn Richter, EWRI Program Coordinator, distributed EWRI brochures. She invited members to contact her at 703-295-6203 (arichter@asce.org) with any questions.
VIII. New Task Committees
Statistical Distributions in Hydrology - Linda reported that Nazeer Ahmed reported insufficient interest to form the group. Baolin Wu expresed interest, but was encouraged to form a TC closer to his own interests in frequency analysis of precipitation. TC concept approved by SWH Committee.
Evaluation of Hydrologic Methods Through Computers (Randy Graham) -TC plans a monograph on the topic including historical review, simple methods, computer models, and future directions, presentations; probably ready for national conference in 2002. Begins October 1, 2000 and ends September 2003. See Attachment 3.
Allen Hjelmfelt will replace Elliott Silverston as Vice Chair. TC approved by SWH Committee.
Hydrologic Education (Allen Hjemfelt) - Inactive proposal; will be dropped. Vic Zitta suggested we check with Rafael Quimpo on the Education and Research Committee and investigate forming a TC. Much discussion followed; an emphasis on basic principles is very important. Tom Seybert is interested.
Climate Variation, Climate Change, and Water Resources Engineering (Jurgen Garbrecht) - Purpose is to see how climate change science may be impacting water resources engineering, to promote cooperation between climatologists and engineers, and to encourage interdisciplinary cooperation. Sponsor specialty sessions at ASCE specialty conferences especially to attract non-engineers to join EWRI.
See Attachment 4. TC approved by SWH Committee.
Darcy Memorial Congress on the History of Hydraulics (Dr. Glenn Brown) - 208th anniversary of Darcy coincides with 2003 EWRI Congress. Sponsor symposium on the topic. Research and publish history of hydraulics with interspersed historical anecdotes. Vice-Chair, Jerry Rogers, ASCE Historical Committee. See Attachment 5. SWH Committee endorsed the symposium and approved the TC for sponsorship from SWHC. TC needs a secretary.
IX. Awards Activities
Arid Lands Award - Jose Salas seeks nominees for the 2001 award. Joe Van Mullem will be asked to take over this award administration beginning in May, 2001.
Chow Award Committee - Anand Prakash gave a report.
Committee members are asked to deliberate before the next meeting for these two awards; award Chairs will attempt to contact previous award winners for input. Linda will poll SWHC members for input.
X. Review Membership
Linda asked that all SWHC members review their membership information. She is checking to make sure all members will be noted in the 2001 ASCE Directory. Submit nominations for new members to Linda Weiss.
XI. New Business
Victor Zitta asked if the SWHC should sponsor a short course on HSPF for TMDL determination. Victor will bring it up with the Education and Research Committee.
