ASCE Task Committee on

Climate Variations, Climate Change, and Water Resources Engineering

Monday, May 20, 2002

6:00 pm – 9:00 pm

Roanoke Hotel and Conference Center, Crystal Ballroom D

 

The meeting was convened at 6:00 pm Monday, May 20, 2002 in the Crystal Ballroom D of the Roanoke Hotel and Conference Center in Roanoke, Virginia.  Please refer the Meeting Agenda for the list of topics discussed in the meeting.  

Attendees  included Chair Jurgen Garbrecht, Vice Chair Upmanu Lall and Secretary Michael Anderson.  The complete list of attendees is provided at the end of these minutes.

1.- The agenda of the meeting was passed out.  No additions to the agenda were proposed.  The minutes of the previous committee meeting were handed out. The minutes of the previous meeting were adopted without change.

 2.- The web page for disseminating information regarding committee meeting activities was read to the committee (http://grl.ars.usda.gov/tc.htm).  The site will have a link to it from the ASCE/EWRI web page when EWRI is ready.  Jurgen Garbrecht will coordinate the addition of information to the web page as provided by committee members.

3.- Budget reimbursement will be coordinated by Michael Anderson for Upmanu Lall and Michael Anderson.  Final requests for reimbursement will be approved by the committee chair.

4.- Hugo Loaiciga noted that he had chaired an earlier task committee on climate change and would share the information obtained from that committee with the current committee.

5.- The next meeting site for the committee was selected as the EWRI World Water Congress in Philadelphia, Pennsylvania in 2003.  A further motion was adopted for the Committee Chair to contact the conference planners for permission to host 5 sessions at the conference related to the work of the Task Committee as part of the committee’s 2002/2003 activities. 

a. The session on water policy and climate will be organized by Wayland Eheart. 

b. The session on water quality and TMDL with respect to climate variability and change will be organized by Michael Anderson and Andre St. Hilare. 

c. The session on hydrologic extremes will be organized by Upmanu Lall and Jose Salas. 

d. The session on reservoir management will be organized by Tom Piechota. 

e. The session on IRI activities will be organized by Upmanu Lall.

6. Membership discussion centered on increasing the membership of the group and incorporating international contacts and contacts from members from outside the civil engineering profession.  Jeanne Schneider will work with the American Meteorological Society (AMS) to see if the task committee efforts can be coordinated between ASCE/EWRI and AMS contacts.  Andre St. Hilaire will provide Jurgen Garbrecht with contact information of a Canadian consortium on climate variability and change.  A motion to table membership discussion was approved.

7. Activities for the past year were read by the chair.  These included the web page, a reading of the committee purpose, the decision on the report format and the hosting of 2 sessions at the Roanoke Conference.  The 2 sessions sponsored by the committee were some of the highest attended sessions at the conference.  In addition, several members of the committee chaired other sessions during the conference.

8. Activities for the coming year include the planning of the 5 sessions for the Philadelphia conference and the beginning of writing on the committee report.  Discussion on the product of the task committee led to the following decisions:

-         The task committee will produce the committee report in the format of a proceedings (collection of invited and contributed papers) with book-like chapters at the beginning describing the nature of the problem and its relation to water resources engineering.

-         The initial efforts provided by Upmanu Lall was discussed by the committee and additional changes adopted.  

-         The outline will be structured so that chapters and topics flow from one to the next.

-         A commitment was made by Jeanne Schneider, Upmanu Lall, Jurgen Garbrecht, and Tom Croley to work together on the committee report and to make contributions to the committee report. 

-         A decision to have invited papers and at large papers for the case studies was made.  The case studies will undergo some type of review.

-         An aims and scope of the report will be worked up before inviting papers on case studies and guidelines will be presented to the authors

-         A title for the report is not yet set

The meeting adjourned at approximately 9:00 pm.
