Dr. Francis W. Derby
BIOGRAPHICAL INFORMATION
Dr. Frank Derby is currently an Associate Professor of Surveying and Geographic
Information Systems at Penn State University, Wilkes-Barre campus.
He holds a B.Sc. in Surveying and Mapping Sciences from the University
of East London (England), and Ph.D. from the University of Florida (Gainesville).
Dr. Derby has extensive international experience in Surveying and Land/Geographic
Information Systems. He has worked as a land surveyor in the United Kingdom,
South America, Africa, and in the Caribbean. He has also served consultant
to the World Bank and the Commonwealth Secretariat of the Great Britain (under the Commonwealth Fund for Technical Cooperation).
Dr. Derby joined the faculty of the Surveying Engineering program at
Penn State-Wilkes-Barre in January of 1997. His research interests
include land records management, cadastral information systems, and
enterprise GIS development.
